I’ve done some more tests and it appears to be either a problem with Microsoft’s Software Development Kit (SDK) or a problem (bug) with the Windows Shell. I have also had reports of the same problem when the files are on a Microsoft OneDrive folder. You would need to copy the files over to a folder on your local hard disk for it to work.
